Summary of the 2015–2017 technical review programme

Introduction

This document provides a summary of the objectives, findings and recommendations of the MBIE Technical Review Programme conducted during July 2015 to 30 June 2017. These technical reviews of 23 councils primarily focused on how they were undertaking some of their statutory territorial authority responsibilities under the Building Act 2004. These were in relation to:

• amending compliance schedules (not captured by the building consent process)
• enforcing the building warrant of fitness (BWoF) system via on-site audits, notices to fix and infringement notices.

While undertaking joint MBIE/council on-site BWoF audits as part of the review process, the opportunity was taken to observe and assess the quality of installed passive fire systems (eg smoke/fire separations).
