The Building Code is published in Schedule 1 of the Building Regulations 1992 and contains clause A3 Building importance levels. A building is given an importance level (1-5) determined by risk to human life, the environment, economic cost and other risk factors in relation to its use.
Determinations are made by MBIE on matters of doubt or dispute to do with building work. Rulings are legally binding in relation to each case. Circumstances in one case may differ to others.
